Tommy Stockard’s practice focuses on all aspects of commercial litigation. He understands the high level of complexity that business disputes often involve, and is experienced working with teams of Fabian VanCott attorneys to resolve these problems.

Tommy also has significant experience representing Tribal governments, Tribal political subdivisions, and Tribal leadership in various Indian Law matters. Tommy has robust experience in ISDEAA-related matters, particularly in the realm of 638 Tribal Healthcare Facilities.

Tommy has served as both general and outside counsel to these unique clinics, and has experience advising on healthcare related and tribal-specific issues that these facilities face. These questions often include issues of tribal sovereign immunity, relations with state and federal agencies including Utah Medicaid, IHS and CMS, and preparation or review of 638 Contracts and AFAs, as well as general questions relating to grant proposals, employment related issues, and compliance with healthcare and data privacy laws and regulations.

Tommy also has experience representing tribal governments in litigation against private parties, state agencies and the federal government. Tommy’s clients have enjoyed particular success in asserting sovereign immunity to have suits against tribal clients dismissed for lack of subject matter jurisdiction in the earliest stages of these proceedings.

Outside of practicing law Tommy is an avid sports fan. He enjoys reading, and time outdoors with his wife and dogs.
